How to move profile/save games to new computer?
I don't know how to get the game on my old machine to sync to the cloud, the option is set but it's not syncing. I also tried moving my profile in my documents folder to my new machine but even when I select the old profile it wants to start me new. Is there a savegame somewhere which has my experience level, garages, vehicles/trailers and funds, which I need to transfer to my new machine?

When I do that, as I start the game it seems to detect my old profile, level, funds, etc., which is promising, but then I get "New version detected" and it prompts me for where I want to put my first HQ, then loads my profile with my skills set to 0 and only starting funds.

Start a new profile....blah blah....etc so the game can actually read the profiles folder.

You don't even need to do the first run. Save and exit the game.

Relaunch and you should be able to select your previous profile. If everything is the same then you can delete the profile you had just made. Make sure the profile is not named the same as your previous profile.

This is my problem, even if I create a new profile, whenever I load an old profile - say Level 29 and press Continue, it says "Content change detected, updating navigational info" then proceeds to prompt me for a new starting location, offers the tutorial, sets me on a starting job and wipes my level back to 0. If I start up on my old machine, no problem, profile is intact. If I move profiles (and everything under Documents/American Truck Simulator) over to my new machine, it nukes any old profile I want to use..

I have the person who made the first reply blocked so I don't see their replies.

You should not have just copied and pasted your profile folder without the starting the game first on the new computer.

That is probably the issue. Take out the Documents/ATS folder from your old computer. I then suggest reinstalling the game so you can get your folder back to the way it should be.

Start the game, go through the first profile creation. Save and exit out. Make sure that Steam Cloud is not enabled. Both on this computer and your old computer.

Now copy and paste the Documents/ATS folder form your previous computer and you should be good to go.

ETA: There is an easier way to do this too. Forget the entire Documents/ATS folder. The only folder you really need to copy/paste is the profiles folder.

When I follow those directions, including folder delete and uninstall/reinstall, now on my new machine even though there are /profiles (with my three older profiles) and a whole bunch of profiles(1234).bak from the old machine, I can only see one profile, my new one. What's interesting is on the old machine the /steam_profiles does not exist, but on the new machine it exists and now has one profile - which it keeps adding even though I delete the /American Truck Simulator folder and uninstall/reinstall. It's ignoring all other profiles except the new /steam profile, which it keeps recreating from somewhere - certainly not from my old machine.

Not sure what you are doing but I have restored my profiles using the just plain profiles folder numerous times.

I do not have Steam Cloud enabled. I don't trust it and would rather backup manually.

Just an FYI. The actual profiles are inside the profiles folder with alphanumeric folder names. You should not be copying and pasting any folder with the steam_profiles name.

In the dropdown on the launchpad do you even see your other profiles?

Here is the screenshot of which folder you should be copying(highlighted). Remember the actual profiles are inside this folder.

ETA: The .bak folders that you see are profile backups from when the game is updated.

Yeah, those are the profiles I'm copying over after fresh install and after deleting the contents of /Documents/American Truck Simulator. When I reinstall, it's pulling my new profile from somewhere, unsure where from and placing it in /steam_profiles (and /profiles remains empty). Meanwhile, if I run the game, the old profiles don't exist, only the new. And if I then copy my old back to profiles to /profiles from the old machine, they now exist on the new machine, I can see them in manage profiles. BUT when I load any old profile and run the game now it prompts me to place my HQ and sets that profile to level 0. Meanwhile, back on my old machine the game has happily updated to the latest version without messing up my profiles.
