Even then, there were mods that dealt with that. I modded the hell out of Fallout 4, and had a mod that still let me get achievements as I went.
Going to have to disagree, it’s not a problem. I am a former achievement ♥♥♥♥♥ on Xbox 360 with a gamerscore over 67,000. Steam achievements are almost meaningless due to the nature of being on PC. Anyone can create hacks or mods to just give themselves all the Steam achievements they want, and anyone can release a game with as many BS achievements as they want (Dinosaur Hunt has 1,080 achievements and solicits donations to rename them for yourself!) both of which completely devalue the whole system of trophies.
Sorry to say it, but you’ll probably be happier seeing Steam achievements as personal goals only, not as a competition with other players.
Nah, as mentioned Steam achievements in general are rather pointless. Far easier ways to "cheat" achievements. (for example download a completed profile from the internet, load it up, and voila...all achievements unlocked.)
And also most map mods REQUIRE you to own all the official map mods (as they use assets from them) so not really a thing from the other point of view either.
