IMO, they're all done to the same quality. I buy the DLC not because one is superior to the others, but I just want new places to drive in and explore.

I've liked ALL of them so far, so ranking them "best to worst" is kinda hard considering that they all have a certain 'uniqueness' about them.
I mainly buy the DLC states because I'm a collector, have been for most of my life.
I hate to not be able to complete a collection, and since there are 48 states in the Lower US, I will not be truly satisfied until I have them all.

NY state is the worst because it is not out yet.

There's one in every bunch! LOL!

1. Oregon
2. Washington
3. Colorado
4. Wyoming
5. Idaho
6. Utah
This is my list.

Clearly it's a strawberry vs chocolate question of taste, but generally newer are better than older. Utah was the first state that for me I could always recognize visually slight uphills vs slight downhills. Colorado and Wyoming taken together are for me the best, Oregon is the worst.

I think this video should help you out, not best to worst but at least a descent comparison in regards to each state DLCs.

They've definitely gotten better at making maps with time. Accuracy- and quality-wise, I would say: California = Nevada < Arizona = New Mexico < Oregon < Washington = Utah = Colorado = Wyoming. Sure enough, that's the exact order in which they were released. Even then, all of the map is still fun to look at, except maybe certain parts of California (not DLC, I know). Los Angeles's and San Francisco's skylines hardly even look like the real thing, hardly any urban sprawl in the former. So glad they're revisiting their old states.

This is probably what I'd go for also. Maybe Idaho marginally ahead of Wyoming but otherwise I agree with the top 3 and Utah being last.

Quoting myself here, the regions are not exactly of the same graphics quality because of varying ages of the DLC. Generally the newer regions look sharper and have better textures, but overall the quality of workmanship is about the same. That's really what I meant in my last comment. California is slowly getting a makeover though, so one day it may get completely refreshed.

I go by routes. Interstates through multiple states. How many turns, what kinds of grades are there, are there good places with enough room to gas up and sleep, how many stop lights you might have to drive through -- over time that kind of thing means more than the scenery.

Each state has specialities I wouldnt like to miss and looking at the possible routes I can not miss anyone :-) oh btw..to developers: Next state please ;-) and please think of the poor fools like me which are eager for 100% maps and AVOID!!!! street crosses built by 27 pieces :-(
