TMX has a bungee/belt hybrid pulley system while the T300 is fully belt driven.
T300 wheel is removeable to change out wheel rims. TMX wheel is not.
The only difference in the pedels is going to be the pedal faces. Nothing special about that.
ETA: If you are mounting to a sim rig or even a wheel/pedal stand the TMX wheel base does not have the M6 bolt holes on the bottom for that. Would still need to use the clamping system.
Any idea if its a huge difference between the hybrid and the full belt driven systems? I only play casually.
Don't really care about changing wheel rims. At least now i think so.
Only experience i have from wheel and pedals is +10 years ago with a Logitech Wingman Formula Force GP or something. :D
(I use my old Logitech G25 pedals who are great, have a brake mod in them too wich is really realistic. But then we dont talk the price range you had set, just for information)
I personally went from a T150(same as TMX but for PS3/PS4) to a TX base. Again, this base is the same as the T300 except for Xbox. I dont have a console so that is why there is a different. Got the TX base at a lower cost than the base for the T300.
