Trainz did away with that after a couple of years. Over time they have concentrated on charging for content, and not sure if skins are even possible anymore in the latest version - which I recently bought but have little time in.
I can't imagine that this could not be done easily in this game. I'd even pay a DLC for it. You have somewhat limited trucks (and trailers), and unlike Trainz there would not be too many different variants.
So I think it should be looked into. Not many people know how to skin or have the right software, or the time or the patience. I use PhotoShop almost everyday, but still don't want to have additional skinning programs, etc. PLUS, if it was built in you could see changes on the fly in 3D.
DEVS: all you need is provide a way to upload images, color right on the truck - perhaps provide some basic shapes like lines, squares, circles, etc. (FORZA racing games and others already do this for example). Then add ability to write text using different fonts, sizes, bold/italics, and color.
Really that is all that is needed. If you provided this (even as a DLC) I think it would go a long way for the entire community, and a stop gap while we wait for whatever next big DLC is.
