Then buy a new GTX 1050 ti card and put in it.
It's what I use for the computer that I do the majority of 3d work for Tech Affliction on and it runs ATS butter smooth at 1080p.
If you want something that's going to do 4k at 60fps, you're going to have to spend a lot more money, but for roughly $400 you can have a system that will do 1080p at ultra/high settings on just about any game currently out.
But if you can afford to stretch the budget a little, going with better specs than you planned for is the best option to help future proofing. Once SCS make the switch to Vulkan and DX11/12 you might be glad you did.

Then i bought a gtx 1050ti 4gb. For $150
Finally i got 16gb ddr3 ram for $130

I run Ats on ultra 400% scaling on 1080p with 60fps
I play almost all my games on ultra 60fps. and i only payed $400 for my PC
Like a previous person posted, it was built around old tech and you really don't need anything fancy if you just want to play it. But if you want visual fidelity then the people here have posted some great setups and advice.
Now I can't wait to get home and play this game the way it was meant to be played.
