I highly doubt you will be able to buy a true gaming computer at that price. However, the cheapest way would be to have a computer built or if you know about computers to build it yourself which would be the cheapest possible option.

Get a 1st generation i5 desktop used from someone that sells off-lease computers. I bought one recently for $150 that came with 8 gigs of dual channel ram in it.
Then buy a new GTX 1050 ti card and put in it.

It's what I use for the computer that I do the majority of 3d work for Tech Affliction on and it runs ATS butter smooth at 1080p.

If you want something that's going to do 4k at 60fps, you're going to have to spend a lot more money, but for roughly $400 you can have a system that will do 1080p at ultra/high settings on just about any game currently out.

ATM the Prism engine is built around older tech, so you'd be surprised at what can run it. I built a budget PC when Win7 launched and that ran both games just fine after I updated to a 750Ti (previously HD5750).

But if you can afford to stretch the budget a little, going with better specs than you planned for is the best option to help future proofing. Once SCS make the switch to Vulkan and DX11/12 you might be glad you did.

I think it's possible, just depends on how legal you want it to be lol. I put in about $800 for mine, i5-4570, 8GB RAM, GTX 960, but Windows 7 cost $110 IIRC and a lot of people told me I was a fool for buying it but I wanted it to be legit and not run into any problems down the road. If you already have older parts you can re-use like a PSU, case, or the RAM you can shave another $150 or more off that. I don't know if now is a great time to shop for parts since most of my stuff I bought from Thanksgiving to Christmas on sales and had to buy ALL my parts since there was nothing from past PCs I could scavenge besides mouse and keyboard. Mine is like 4 years old almost now but has played everything I've thrown at it but at this point I'd recommend just saving up $200-300 more and buying more modern parts to future proof as much as possible, but you don't need something like a $1500 mega build for what's currently out. If you really want to go as budget as possible I've heard people are running ATS on their laptops but of course it won't look as pretty.

GPUs are stupid expensive right now, which can really reduce the $/value of any computer built around this time.

I would buy something cheap, and slowly upgrade it.
-------------------------------------------------------------------------
I bought a desktop with a i3 4160 3.6ghz, 4gb ram, and integrated graphics. For $120

Then i bought a gtx 1050ti 4gb. For $150

Finally i got 16gb ddr3 ram for $130
-------------------------------------------------------------------------
I run Ats on ultra 400% scaling on 1080p with 60fps

I play almost all my games on ultra 60fps. and i only payed $400 for my PC

I bought a cheap laptop off from craigslist for 40 bucks to take on travels and it is nothing special at all. We are talking integrated hd 4400 and I run this game at an easy medium settings with a few things scaled back. I also have around 8-10 mods active as well.
Like a previous person posted, it was built around old tech and you really don't need anything fancy if you just want to play it. But if you want visual fidelity then the people here have posted some great setups and advice.
Now I can't wait to get home and play this game the way it was meant to be played.
