Max from SCS has stated at SCS Forums that the fuel calcs in terms of the shifting weight would wreak havoc with prism 3d engine.
And yet, as we have seen and as I have only just witnessed on my own delivery that the standard SCS trucks plus transformer on a weigh bridge does not reach 170,000lbs without the tanks being full.
Mine just now was 169,600lbs. 400lbs short but my fuel tanks were only 3/4 full.
I did this a week ago for a similar thread.
Drive on the scales.

Okay got it ty. I too was having issues have getting this achievement. CAme close a couple of times.
