What is the optimal RPM?

I know that this game only factors in torque for pulling power, but I was wondering what RPM gives the most torque? I am running a Cummins ISX 12 with 1650nm of torque and the discription of the engine says that the peak torque is at 1200 RPMs. I personally find the truck a bit gutless at those revs (as compared with 1500 - 2000 RPM). Also before you ask, no I am not running ANY mods at all. Not even an irrelevent seeming one. Thank You!

1200 RPM : optimal for eco-driving, loss of momentum
1500-1800 RPM : optimal for shifting, good momentum, bad eco-driving
2000 RPM : bad for shifting, rolling coal, perfect for engine braking

NB: every engine is different and every load effects every engine differently.
