Thrustmaster T80 input feels very "twitchy"
When I turn the wheel slightly, my driver responds by jerking the wheel rather than turning it smoothly. How can I bring the T80 more in sync with driver?

That is because the wheel is only 270° wheel. These types of wheel are not recommended as small movements equals large, snappy moves in game.

ETA: ATS/ETS2 work best with a 900° wheel such as Thrustmaster T150/TMX.

You will need to play with the steering sensitivity and non linearity to try and get something playable for your needs.

for a 270 deg wheel try both sensitivity and non-linearity just to right of centre, in game

I took your advice and picked up a T150. Its was expensive, close to $200 but feels great and has good FFB. Now, I can drive in a straight line without struggling, thanks for the tip!

The cost is off putting at first...$100 USD more than the T80 but the end result is so much better and worth it.
