You could edit the files but then Steam and/or the game would reject them as they wouldn't be the original files. You could edit a copy of those files, Steam wouldn't have any issue with that and the game would be none the wiser when overwriting its original files with those copies. Now, if you were to bundle those copies in a specific folder, well ... Congratulations, you created a mod.
TL;DR: you can't edit the files.
I find it terribly difficult too find such a mod, any chance you could link one ?
You can scale your payrate.
In the console (or edit the profile level config.cfg) use the 'g_income_factor' scalar to adjust your payrate.
Before 1.32 I used to use a value of 0.2 but the economy changes in the latest version has me pushing it up to around 0.35.
Be aware, it affects your drivers as well so if you have any then be warned that they'll be costing you money until they get well up into the higher levels if you set this too low (at 0.2 my drivers were still costing me money until they hit about level 7 or more).
Also, if you set it too low you'll have a lot of trouble repaying bank loans if you have (or decide to take) any.
So setting it at 0,1 will make me lose money till I'm at an acceptable level?
The only way to affect finances without mod is to use console command g_income_factor to reduce job payout
