Anyway, to answer your question. No single controller I know of is out there that replicates this. You could do it with 2 Thrustmaster TH8A's however.
Not the way you're thinking of, at least not without a specifically designed transmission & layout pair.
Nothing to do with the devs, they've given us the system that supports it, it's up to us to design the gearbox and layouts to put it into effect, you can't blame the devs for not providing something at your personal whim -.-.

Not the way you want them to :) Dude, there's no way around this, if you want a main->auxilliary type gearbox setup you're going to have to design a gearbox and layout pair to make it work.

As for range/splitter, no it absolutely will *not* get you what you want (if what you want is a main->auxilliary gearbox setup). However, you *can* get what you want by, one more time, designing a gearbox and layout file pair that effects it. You don't need any more hardware than a second shifter (or something that can operate as a second shifter).
You need a transmission file with the gearing grouped appropriately and a layout file that maps those gears onto the correct respective hardware slots, that's it (well besides the extra shifter).
Yeah, naturally a two-speed auxilliary can just use either splitter or range, so long as both aren't used in the main box as well (can't think of a box that does that though). All that's needed for this case is the layout file.
