The front escort is waiting for that traffic before pulling over.
I had this happen too.
^ This. Every now and then the AI will be abnormally stupid. Twice(*) now I've had AI traffic come to a stop and then refuse to move again.
Save and then load removes the offending traffic and you're underway again.
(*) Once a car decided they wouldn't go through an intersection; after two light cycles I reloaded. Second time two trucks collided when merging onto the highway in front of us and then decided they'd just sit there not moving preventing my lead escort from continuing. Again, reloaded and moved on. ;)

I don't have any mods. But it doe strike me as strange that I get the Police SUV as the lead escort instead of the "wide load" truck. I'll try it again, since I'm based in Phoenix, and the airport cargo generates Special Transports. Thanks again to all for your assistance
Yeah, I'm sick of the front escort vehicle brake checking me. Next one that does it I'm just gonna run over the top of it and push it off the road !!!
