Within this file, you can find a line that reads g_developer "0". Changing the 0 to a 1, saving, and then loading the game will give you access to free camera. You can access this free camera in game by pressing 0, the same as if you were switching to any other camera view using the numbers at the top of the keyboard.
You move the camera with Numpad 2, 4, 6, 8, 3, 9. You look using your mouse.
There's also Photo Mode within the game that lets you look around, but you are restricted in how far you can move from the truck.
Edit: While you're in there, it may be worth enabling the console as well by changing g_console "0" to g_console "1". This way you can also change the free camera flyspeed without leaving the game. Open the console with ` (Grave), the key next to the 1/Interior Camera key.
sadly this feature only is missing here we should be able to walk arround a little
