Perhaps it's just not assignable through the game because the controller itself isn't allowing external applications(ETS2) to access them.
The problem is that Microsoft decided to heavily push its Xbox 360 based XInput API. Unlike the older DirectInput API which supports a ton of buttons, axes and POVs, the XInput API was written to exactly match the capabilities of the X360 controller so it can not support more buttons than the original controller had. While they could teoretically create a DirectInput driver which would provide those as additional buttons, it is unlikely as they consider it to be a legacy API.
