When this happens do you notice an orange light come on too?
If it does...then that transmission has a retarder which does activate the brake lights when in use.
The engine brake on it's own will not cause the brake lights to be activated.
Change to a non-retarder transmission and the problem of brake lights coming on will go away.
ETA: Letting off the fuel and the brake lights become active sounds like retarder is on automatic, or it is currently on. Check your keybinds for retarder control. Find the decrease and tap it a few times with the truck running.
I figured it out. Went to documents- ats-profiles that didn't have and wording or numbers after it and changed the brake light all from a 1 to a 0.
I was going into the wrong profiles folder. There were so many different ones to choose from. I only have 2 profiles but mulitple foldera for them
Apologies the correct number is 270880 (227300 is ETS2).
Actually, both behaviours are realistic. Some trucks IRL are set up to light up the brake lights whenever the retarder is in operation, others aren't.
