Nope, i dont have a single Mod and yes it happens often.
AI in the oversize needs some work, primarily on the highways. The other traffic slowing down on the highway when they approach the entrance ramps that are blocked for our passage (when we're already on the highway, not the ones where the highway is stopped for us to enter). I've also had escorts hitting the brakes on uphills on twisty 2-lanes. Do these guys understand how a heavy load needs MOMENTUM?
The only fix I have found for any of it is to do a Quick Save and then reload the save which will reset all the traffic and allow me to move on. I had doped they had fixed this problem when the special transport DLC came out for ATS, but it has the same bugs as ETS2. I have tested it on "clean" profiles with the same issues and I have a friend who has never used any mods and it has happened to him as well. It's definitely an SCS issue with their dubious AI programming.
YES!!! I realize the game really, really, really WANTS/NEEDS you to follow the proper course, but it feels almost like they want me to fail by making things overly exact.
Funny how anything computerish is like that, they just can't think for themselves.
It is a good thing I have a guitar hanging on the back wall of my truck, and not something else or I would had to start playing inmate simulator.

The same thing happened to me recently. On the highway, the escort suddenly stopped and did nothing. I stood behind him for a while and then I wanted to go around him from the right (I couldn't get to the left) and he suddenly started driving and we continued to the parking lot.
After the safety break, the accompanying vehicle did not start again. It started to fade and flicker, so I canceled the order.
PS: I don't use any mods!
American police are probably not too worried about road safety.
Today I was driving the house and I was commuting at night and I was wondering why there are no lights on the edges of the smoke? In Europe it is mandatory and they give big fines for it. Flags are good during the day, but at night oncoming cars can't see the edge of a wide load.
I won't even mention weight control. Extremely dangerous when driving in the left lane with only my weight. This means driving to the right across three lanes, a very dangerous maneuver. And a dollar for the litter when the truck in the right lane doesn't go to the scale.
