Mismatched speed limit signs?
When I'm driving in a zone that's supposed to be 65 mph (because of the sign), the game tells me the speed limit is 55, and penalizes me if I try to do the ACTUAL speed limit, but if it's a lower speed limit zone like 35 or 40 mph, then the game correctly displays the speed limit as such.

Is this intentional, or just an oversight?

In California...for all tractor trailers the speed limit is 55. You should see an additional sign for 3 or more axles being 55.

Trucks 55mph, Cars 65mph the signs on the road are correct. Stick to the truck speed limit shown on the GPS and you won't get fined for speeding.

Many states have different speed limits for trucks vs passenger vehicles.

The signs on the side of the road are for passenger vehicles. The GPS shows the truck speed limit.

Ahh. Ok. Never knew about that one. I didn't see any additional signs about it, so I thought I'd ask.

It takes much longer for a truck with trailer weighing more than 20t to slow down than it does for a passenger vehicle weighing nearly 1/10th of that. The faster you go, the longer it takes to stop. ;)

Oregon has (almost) everywhere 2 signs showing both car and truck speed limit.

If I recall correctly other states don't have it anywhere

Like stopping distance is the only issue determininhg safe driving speed.
Over time, many states (Ohio and Texas in particular) have decided the split limits were in fact more dangerous than higher limits for heavy vehicles.

Pretty sure that in California there are Signs with two Speedlimits like the above Limit says 65 and below it says 55. I cant really say for sure, but when i started playing the Game there definitivly were, but i now play only Windowed with 1024*748 so i cant really read the signs anymore.

Oregon has a speed bug when ur on the car limit it gives u truck limit. Most trucks drives at 65 mph average
