Nope. It is a truck driving game. You cannot buidl trucks, have to purchase them from the dealership.

Yes, you can "build" a virtual truck in ATS. When you go top the dealer, you "spec out" the truck you want, picking the chassis, cab and sleeper style, engine, transmission, paint and accessories. Unfortunately, the paint schemes are pretty limited and there is no 379 available in the stock game. You can use Viper's 389 Pete mod from the Workshop and it can be equipped with 379 headlamps as well as a couple flat top sleepers. With the accessories in Viper's mod you can change the grille, bumpers, air cleaners, mirrors, various lights, exhaust, etc.

If you are thinking about buying ATS just for this feature keep in mind you may want to find a mod that unlocks everything as many accessories are level locked and you must gain a lot of experience and rank up to unlock them all.

Here is my heavy haul 389 with 379 headlamps and flat top:

I don't have a mod for unlocking all the parts, but there are a few on the Workshop as well as a few that will give you money to buy the stuff to spec out and buy the truck.

Basically for Workshop mods you go to the mod's page, click subscribe, let it download, and when you start ATS after the mod has downloaded you can click on the Mod Manager about halfway down on the right side of the menu and that will open up the Manager. Highlight the mod(s) you want to use by clicking it and the click the single right arrow button to the right of the mods to add it to your game. You can then add more, remove mods by clicking them on the list to the right and using the left pointing arrow button or the double arrow buttons that add all the mods or remove all the mods. Once added you can also change the load order of the mods as some will need to load before others depending on what they are and how they work. Check the mod description for any recommendations on the load order. Once you are done click Confirm Changes at the bottom and you can load up your profile and the mods you added will be in game.

Keep in mind that if you are using the 1.32 beta test version that Viper's Pete mod will cause issues and is not recommended. If you are just playing the normal game you shouldn't have any major issues.
