Should I drop from 200FPS to 10, though? That's a bit extreme, just to render in some pedestrians.
I play single-player and have not touched multi as of yet.
My monitor is 1080P and I'm currently using 25% scaling..That's what Geforce set it too when I forced it to use the lowest settings.
IT should be fine at run 60 FPS solid at max settings IMO with that build.
I'll post my system specs as a comparision, same card GPU as you.

Using latest Nvidia drivers not that it matters in this case.....
I run the game maxed on all settings with exception of shadows at High instead of Ultra.
400 percent scaling.
60 FPS steady for 90 percent plus of the time with occasional dips in mid 50's noted.
I don' t try to run the game at above 60 fps so that is hard capped in settings, I have
no idea why anyone would want to run above 60 fps. I would suggest you try capping that first.
I would suggest uninstalling GEForce garbage, I did that years ago it is nothing but a system
hog and I have nothing good to say about that package.
THe only other thing I could see that MAY be a issue in your case (not saying it is)
is the CPU. As memory serves here according to task manager my CPU (Ancient)
only burns at around 25 to 35 percent or so for this game.
GPU at around 60- overal Percent usage overall while in game.
OH, forgot to mention as a additional .. I do run 2 mod maps, C2C and Canadian Dreams,
and will so add the MExican map packs. I have no issues with those added in in regard
to FPS. Have run all 3 in past before pre 1.32.....
Plus a few maintained mod trucks that work in 1.32 and all of Jazzypack traffic mods...
so even with all that plus much more still 60FPS.
I think my GPU may be dying. I've been noticing more lately that it's having more and more trouble with games I used to not even think twice about.
I'll save up for a 2080Ti to get around January and hope that sorts it out...
Edit: I just ran Minecraft at decent settings, but capped FPS at 15..
100% usage of my GPU. Wtf???? Guess it must be my card..

I saw a I3 listed. Yah, no way that CPU could be a issue so ignore that comment from above.
Well your last post indicates something is very off for sure. I suppose one could
triple check good air flow, perhaps dust bunnies choking GPU or fan(s) acting poorly.
You might try something like MSI afterburner software to moniter GPU performance
while testing with various programs. Or similar, EGA makes one too but I prefer MSI
Afterburner for monitoring .LI don't bother with overclocking GPU at all I just use it to monitor
on occasions.
I presume you are not trying to overclock the GPU, if so perhaps disable all that jazz and
stick to default.
If you are relying on that (exlpletive) GEForce software for game settings I'd make sure it is not doing something stupid and check the 3d settings manually and alter as needed. (Using Nvidia
Control Panel and under '3d Settings' SOmething may be tweaked badly in either Global Settings or Per Program Settings.
In my case on my system ATS isn't even listed in the Per Program settings so its defaulting
to GLobal and of course what I set in game itself. I'd have to manually add it to Nvidia Settings , you may have to do same.
My other thought just now give Minecraft is actding up too ...... maybe a power supply
issue on the rails that connect to the GPU power connectors....
MSI afterburner or the like should shed light on those possible issues.
there were mod trucks that were horribly optimized. One I loved but could cause massive
FPS drops on some areas of maps and at night. If you are running a badly made truck mods or something that could be a cause.
It is a helluva lot of money, but the op may play other games also. If you are playing at resolutions higher than 1080 it's not overkill. And if you are playing at 4k the 2080ti still isn't even good enough for a lot of games.
While I agree the 2080Ti is overkill for this game, I play some games(Like GTA, Ark, Etc) on 3 1080P screen stretched out so I get side views too. I am also getting Star Citizen, which will be a hungry GPU and RAM game.
Not to mention, if I am upgrading I would rather spend the money and future proof for another 4-5 years instead of getting something equivalant to my card now and want to upgrade in 2 years.
