This game is meant to run on Directx with windows..
I have GTX 1080 Ti OC 11gig card, running with an i7 4790, with 16 gig of ram..on windows 7 64 bit..
If I don't run vsync, I get 120+ in the open, but can drop to 45-50 in the city..
People say the games are the same, but, to me, they are different.
I say that because ATS has only ever been 64 bit, whereas ETS2 has really only recently dropped 32 bit..
In ETS2 I rarely drop below 60, maybe a 50+ sometimes in Italy or France cities..

You will lose around 10/20FPS if you have hood mirrors in ATS as that is essentially an extra game world rendering per mirror.
Need to know more info about your PC, and yes, you definitely should be running in DirectX, no OpenGL.
your comments on bottlenecking 7600K with 1080Ti makes no sense, specially as you think that at 1440p CPU is more utilised than on 1080p which is exact opposite. On 1440p GPU will do most of the workload, while on 1080p CPU is much more utilised. :)

you know how to read i already said i run 1080p for now in opengl i have in ats abot 40-75 fps in ets2 100+ fps everywhere in DIRECTX BOTH GAMES HAVE ~10fps
Also a thing to remember is this is DX9 and newer cards don't really run DX9 as well as they should. When SCS(ATS and ETS2) finally get DX11 out you guys should be golden.
Nevertheless, said rig should easily handle ATS with maxed settings even at 4k resolution, at least we are talking about the top-end consumer grade GPU dealing with a pretty simple game.
If you have any mods active, remove them temporarily and see if this helps. Outdated graphics mods or truck mods have reportedly caused severe issues. As you are using DLCs, make sure they are installed properly by checking their status in Steam.
Further I suggest removing GPU driver and replacing it with its newest version. Preferably you should pick the driver from NVIDIA directly and not a customized one from ASUS.
Next, lower CPU overclocking. Afaik ATS doesn't mind overclocking, but still it can be a cause for your issue.
Consider also to reinstall DirectX 9[www.microsoft.com], as this is the API to be used by ATS in Windows OSs.
Edit: Newer cards having issues with DirectX 9 is new to me. So far I had no issues with any game that still uses it. Heck, even old Unreal which uses DirectX 8 runs flawlessly with my GTX 1060.
Yea, you didn't say you ran it at 1080p. But since you do, it is very strange that your running into framerate issues. I assume you're running the latest NVidia drivers. Very weird. I'm running an i7 5960X and a GTX 1080 and at 1440p resoultion, and have no problems whatsoever. Running at 1440p, I average about 90fps. Sometimes it'll dip down to around 60fps in cities, and 165fps out in the open desert, but no problems that I can recall otherwise.
As far as the PCI lanes go, since I have no idea what kind of motherboard you're running, I bought up that as being one of the possible issues to rule out.
Have you contacted SCS tech support to see if they can help with the problem?
There have been a number of folk experiencing some of these settings reset or change after a Windows update.
