Also are you running any mods that add cargo types? The more cargo types in the game, the less chance of an individual cargo spawning.

here's how I did it:
Find yourself a nice spot to rest and save the game. Check quick jobs for vegetables (use the search field) and see if there's a job 'near' cabbage hill for you. If not, rest and check again, and again, and again. After 3 times you can't rest any longer. If you still weren't lucky enough to find a quick job, reload your savegame and try again. While the current available quick jobs are saved as well, the available jobs after resting are randomized every time! Just rinse and repeat until you find an applicable job und drive to cabbage hill. Once you get there it should unlock and you can just reload your save again and continue your game as you wish... it's very repetitive and annoying, but the fastest way to get the achievement out of the way. It took me around 8-10 reloads I think.
Maybe this helps if you, like me, lack the patience to get it by chance during normal gameplay...
