Report a translation problem
It happens to me on three different computers (all Win10), fresh install, new profile, no mods, wired XBox 360 controller or XB1 conroller via USB or wired XB1 compatible controller.
After the first start I can configure RS to look around in the cabin.
The second start RS is no longer assigned to the horizontal and vertical view.
When I assign RS again to the the horizontal and vertical view, I still can`t look around in the cabin - but it`s no problem in an external view.
And every time I start ATS or ETS2 again the problem repeats.
I tried to write protect both config files in the ATS and ETS2 folders after configuring the controls after the first start but it won`t help!

Even if you don't use all the fancy extra options, maybe Controller Companion would fix the issue you're having with forgotten bindings? It detects and sets your button bindings by game, so it seems like it would resolve whatever is going on for you.
(btw, no.. I am not an affiliate for Controller Companion, it's just a great and cheap utility that made my trucking controls much better with my Xbox controller)
Edit - it's actually only $2.99
I have used it before when the game doesnt support a gamepad. Its easy to use.
