I'm getting 50fps pretty solid at 2560x1080 with 200% scaling and most other settings on high or maxed with a 4GB 960.
It's always ran fine in the past, if I remember this proble started a month or two ago and I gave up. Came back now to see if I can fix it :/
I'm almost convinced it's not a problem on my end, seeing as everything but both trucksim games run perfectly fine. But it could still always be on my end, who knows.

At 1080p you should be able to run in excess of 70fps at 400% scaling on a 1060. Some cities might drop you into the high 50s at worst but anything lower than that is troubling.
As far as GPU usage goes, high is normal for this game.
The GTX 1060 6GB is easily capable of running ATS in 1080p with 300 % upscaling even with AA activated. There will be drops below 60 fps in cities, but apart from that, GPU load shouldn't exceed 70 % (according to RTSS). Some advice on in-game graphics settings, although you already tried to lower graphics settings: Do not use anything labelled "Ultra", it has only a minor visual impact but a major one on hardware performance.
Next thing: Make sure your GPU driver is on latest version. Check some Nvidia Control Panel settings also: Energy management set to maximum power mode, all CUDA cores enabled, V-Sync either turned off or on but none of the other options (I recommend turning it on to have it enabled globally for all games, while turning it off in any game).
Additionally, check PCIe power settings in Windows' energy plan settings. Just saw that mine are set to medium saving mode, which apparently works fine, however, yours is probably set to maximum saving.

all setting to High(who needs ultra on shadows and other useless details)
I keep a solid 60 FPS
You should get ur PC checked in a computer shop(not by one of those "butthe@d"-incompetent-overpricing-for-their-$hlt BestBuy&cie stores), or if you know one, by a real compter technician...
Being a computer tech since '04, I can tell that if you don't know what you do, DON'T DO IT... It's very likely that do more bad than good...
I am running zero mods, I never use ultra in truck sims anyway, almost all damage for no gain. Updated my GPU driver last night, already on maximum power, all cuda cores are enabled, and I have V-Sync set to be on automatically unless I change it in-game. It appears I am on moderate power savings, like you :P Thanks for the advice, though :D
Interesting enough, I also used to run a worse PC just fine (AMD Phenom II, and a Sapphire R9 270 Strix). I wonder if it's just the game not being optimized for newer components.
