I understand that they don't seem to work well in a USB 3 port.
I have a Thrustmaster TMX and it works great, I've driven on it going on 2 yrs now with no issues, so I'm doubtful that the wheel itself is the issue here.
Make sure you have PS4 selected.
These are the only things that make my wheel not detected by ats.
Try different usb ports maybe?
Tried both, no change.
The wheel isn.t in the list at all.

Don't plug in the wheel until it tells you. Then follow setup procedure until the end.

Maybe you have tried this. If you are aware of this please do not be offended. Had the same issue with the TM 300 not working and then setting up the 18 speed in ATS. Took about three hours and 5 tries to sort it out. Drove me crazy so please try this again. At first the Reverse was set on 3 on the shift pattern.
1.Down Load a new driver from TM link posted above. This time disable your A.V. Have Nod32 may have corrupted the driver when down loading. Did not show as a virus or a false posative. After the down load completed ran NOD32 on the folder make sure the down load was clean..
2. Disconnect the TM 300 from the USB Port should be a USB Port 2.
3. Delete the TM driver thru control panel as suggested above and all folders for the TM300. Need to do a clean install. I believe the is a folder in users/name/appdata cant remember...Hidden folders...
4. Boot the system back to the desk top
"Critical".
5. Make sure all programs are closed.. Open the folder you saved the TM Driver. Right click on the driver/select properties/Select Compatibility Tab/Towards the bottom of the Compatability Tab put a check mark in Run as Administrator. Do not change anything else on that tab/Close properties/Right click on the installer once again in the menu select install as Adminstrator, This is a double process for installing drivers extra step...
6. Shut down the system. Boot to desk top. After reboot follow the PDF instructions for connecting T.M..
7. Boot the system. Wheel should calibrate when booting.
8. Open the Thrustmaster driver profile and varify the wheel and shifter is working properly.
9. Try running an up date and see if the T 300 Up Dates. Make sure the switch is set for PS-3. On mine the red light was off and the up date ran. Up dated the BIOS for the wheel if I understand correctly is a seperate instyall form the driver...Then the Red came back on.. Had a issue trying to get the T 300 to up date the BIOS for the wheel.
11. Re boot the system to desk top.. Launch ATS and set up the wheel profile to default. Close ATS. Re boot the computer back to the desktop. Open TTS and re set the wheel and shifter profiles theyu advanced mode. You have already done that try again please.
Think the issue is with the T300 up dating properly for ATS...My system got stuck in a loop. Why so many re boots on the system..Worked on this for 3 hours before I got the TM300 to work properly. Biggest issue was the shifter to work properly with a 18 speed trans. Did not have an issue with PC Cars or PC Cars 2...
Hope this helps other post above are on the right track as well..
