The RTA-Mods CAT CT660 has not been updated to the current version of the game by RTA. The latest update was for version 1.28 of the game and it has not been updated since. You can check that by taking a look at the updates section of that link you gave.

I have the truck and it is one of my favourite trucks, which I have many, and it is an extremely good truck and it is an unusual truck as well. I hope RTA will give an update to it soon as it is the only truck mod they make which has not been updated for a long time.

I would not recommend buying it until it has been updated. However there is a fix for it which allows it to be driven in the current version of the game which was uploaded to atsmods.lt and here is that link.
