Edit: Get a GTX 1060 if you're on a budget. Or a 1050 if you're poor.
btw, I don't mean poor in any deragatory sense. Not everyone can toss hundreds of dollars into a video card at any given time.

This is the card I have, and it works very well for me. I would suggest waiting to see if prices drop a little before buying any GPU right now, unless money is not an issue for you, and if that is so, you could jjust get anyting really. This card normally should be around 110-125 dollars, so prices are inflated, and could go down sometime soon hopefully.
However, the following choices would let you *almost* max the game 1080p at 60 FPS i.e. max settings but scaling set at 300% instead of 400% without much if any GPU bottleneck, however, like almost everyone else you will still have CPU bottleneck in certain areas of the game e.g. cities during "rush hour" with lots of AI traffic.
AMD: RX 570 or RX 580
nVidia: GTX 1060 3gb or 6gb
In my personal opinion any higher-tier GPUs would not necesssarily be recommended to pair with that CPU unless you happened to luck out on a ridiculously good once-in-a-lifetime deal.
If you are OK with lowering some settings to avoid GPU bottleneck an nVidia GTX 1050 or 1050ti would be sufficient. If you want to buy an older card I'd recommend an AMD RX 480 or nVidia GTX 970 or GTX 980.
All that said I have an nVidia GTX 960 2gb and run medium-high at 200% scaling and the game looks and runs great.
Having come from amd 8370 cpu the difference is huge for me..
a 1050 should serve you well.
