Have you tried pressing CTRL-ALT-DEL to bring up the Task Manager and closing ATS that way? Specifically, CTRL-ALT-DEL, select Task Manager then ATS then End Task. Your mouse issue is kind of odd, but the above process is how I exit out of ATS if the game crashes when you quit (or when the game crashes, period),

You can use arrow keys and alt+letter keys such as alt+e to get around not having a mouse.

You can use the tab key to get to the program list, arrow keys to get to the program you want, then, Alt+e should light up the End Process button on the bottom. You can also tab key to the end process button.

I had the same problem recently - the game simply would not shut down. Although I had exited the game, it still showed as "running" next to it in my library. After a few days, I started nosing around the settings and did the following:
- right click on the steam icon
- this opened up the settings
- I scrolled down to In-Game, then Screen Overlay on the right side
- I unchecked the two boxes under "Enable the Steam Overlay while in-game"
- Pressed OK
- Re-started the game then tested to see if it exited properly.

The above worked for me 'cause I haven't had a problem since. Then again, maybe there was a glitch somewhere else and it resolved itslef. Sometimes I wonder... Who knows???
Good luck!
