Also note that some mp3 files have additional data that needs to be removed. A search of the forum should turn up multiple threads with that information.
I've seen others talk about using links, but haven't worked out how to do that myself.
If the .mp3 files contain any tags, then for some odd reason, the player in ATS won't play them, no one really knows why, that's just the way it is.
You can add your music to the music folder in ATS by creating a link to your My Music folder and placing that link in your C:\Users\[Username]\Documents\American Truck Simulator\music folder.
I've tried this and as long as the aforementioned files have no tags, they will play in ATS.
I personally use the in-game radio for just that, radio. But if I feel like playing one of my recorded mixes, I just do the above steps and select the mix from My Music folder under Steam Music Player and have at it.
Check that they are all mp3's. It might not be able to play ogg's or wma's.
Make sure the song's details (Right click > Properties > Details tab) has a song name as well as the artist's name. If it's missing those, it might not detect it as it should.
If that doesn't work, you can always play them in your local media player.
