What are these big smileys?

North of Las Vegas at a rest stop, there are these two large smiley faces that bounce up from behind a hill. What the heck are they?

More specifically, along route 93 south of Pioche, at the only rest area around there.

They are giant rubber ducks bobbing up and down. There are a couple of other easter eggs in that small town too (Mazany Creek, not a real place but named after an SCS employee)
