This is more than likely how us, the players, will not have any DLC dependency on states.
Say you don't own Oregon but you buy Washington. You can buy the garages in Washington and then quick travel yourself to a said garage.
Job selection, most likely though will limit you to just that state. You won't be able to take a job that delivers to say Arizona or from Arizona to Washington.
[edit] I got ninja'd, but if I recall, you can't teleport via garages while on a job, so it'd have to be outside of a job most likely.

That ferry is on WA-20, it dosen't leave the state. Do not make up lies.
I don't think a ferry or a train will connect states with a gap in between, especially if a weirdo buys all western and easter states and leaves north dakota to texas out. It will only work with online garage purchase, i guess!
they ARE putting a ferry connection between Washintgon and California so that people who don't have or want Oregon are not forced to buy it (that is what the previously mentioned achievement is for).
For travelling between inland states where the player DOES NOT own the intervening DLC states (for example going from the base map to, say, North Dakota) SCS may decide to utilise the rail freight yards on the map as fast travel portals just like the channel tunnel in ETS2.
