"American Truck Simulator West Coast Bundle" has two products without discounts at this sale (and one with -30%), so it's no significant difference if you buy it now or after Summer Sale ends (providing you already have base game bought with the first bundle), so it's not time to hurry up and to buy it in current Summer Sale, if you have a limited budget.
Also, price of "American Truck Simulator Enchanted Bundle" on this sale is almost the same as base game, just dollar or few more (depending on your regional price), bundle +30% discount bonus almost negates the costs of extra DLCs on it.
You also miss the two newest map expansions - - Oregon and Washington on the Enchanted Bundle.
Take the $8.28 for Enchanted an add in Oregon/Washington. Brings you to $28.66.
Now take the West Coast Bundle and add in New Mexico, Wheel Tuning, Steering Creations, and Heavy Cargo...which equals $28.10. Quite a bit cheaper.
Plus in the West Coast Bundle you get an additional DLC...Forest Machinery. You can add an additional $4.99 onto the Enchanted bundle for this.
But you can buy both bundles, and you won't pay twice for base game (because bundle price automatically recalculates when you have some products from it already in your steam library).
And it's more feasible than to buy one bundle and to add missing components to it out-of-bundle.
It is still cheaper to start out with the West Coast Bundle as it includes an additional DLC that costs $4.99 which is not on sale.
American Truck Simulator Enchanted Bundle costs $8.28 itself, and it costs $4.79 if you already own base game.
American Truck Simulator West Coast Bundle costs $21.24 itself, and it costs $17.75 if you already own base game.
So, if you buy the first bundle, then the second one, it will cost $8.28 + $17.75 = $26.03
If you buy the second bundle, then the first one, it will cost $21.24 + $4.79 = $26.03
Which is the same.

For simplicity, let's call base game B, first bundle B1, second bundle B2, and B1\B means bundle 1 providing the base game is already in steam library. Sale prices marked with '.
Summer Sale prices:
B' = 4.99
B1' = 8.28
B2' = 21.24
B1'\B = 4.79
B2'\B = 17.75
As we calculated previously,
B1' + B2'\B = 8.28 + 17.75 = 26.03
B2' + B1'\B = 21.24 + 4.79 = 26.03
This means you can't cheat Gabe by manipulating bundle purchase orders.
Now let's look out-of-sale prices:
B = 19.99
B1 = 30.05
B2 = 34.26
B1\B = 16.06
B2\B = 20.27
So, if we buy B1' and B2\B, we get: 8.28 + 20.27 = 28.55
If we buy B2' and B1\B, we get: 21.24 + 16.06 = 37.3
So, buying West Coast Bundle on sale and Enchanted Bundle out of sale is $10 more expensive than vice versa.
For each game in bundle, just subtract 30% of price and round it down, then sum them all (skip games that are already in library). It's how bundle prices work on Steam.
You can test this formula with any bundles where you have some products purchased, but instead of -30% the discount may vary.
