Use DX11 for sure, night and day for performance and visual quality. If you are running DSR in nVidia menu do not use scaling in the game also; if not running DSR crank it to 400% if your system will run it. If you run into FPS issue, the first thing to look at is removing any hood or passenger above the door mirrors.
Just a note on DSR and this game in case you do run it...it only works well at 4x and 0%; anything else and you lose the benefits.
as for being better Yes, DX11 is alot more stable then DX9 and it also performs betters then DX9
No, the release branch is on 1.35.x now.
To switch between DX9 and DX11 run ATS from the Steam Library using the "Play" button, that'll bring up a dialog to choose which DX version.
The setting is saved to a config file and running ATS from a desktop shortcut will launch ATS with the DX version you last used.

When you hit the play button, the game will start with whatever renderer is configured. Choosing to start with a renderer specific option just sets that renderer mode in the configuration before launching the game - so you only need to select an option if you want to change renderers.
Some Mods will only work with DX9.
