external contracts - are some trucks on the road other ATS players

Maybe it's a silly question, I don't know. When doing external contracts, are some of the other trucks on the road actually other ATS players? Or are they all still AI trucks?

No, the game is single-player only (not counting the unofficial unsupported multiplayer mod). World of Trucks/External Contracts is just an online pool of jobs that people can choose from to play locally (not technically "offline" as you still need to be connected to WoT). All traffic in-game is generated locally and is completely random AI traffic (you don't even see your other drivers/trucks on the road, only on the map).

In the future SCS plan on making a multiplayer but there is https://truckersmp.com/ which is an unofficial muliplayer as Hiro Protagonist said in the meantime. If you decide to play multiplayer make a separate profile for it and do not use your single player profile for multiplayer because it does cause problems. If you use mods then a lot of mods are not supported in multiplayer so check that before playing.

Do the external contracts have time limit which is actual time? I mean, let's say I have 10h left to deliver, I save and quit the game and continue on the next day. Can the delivery still be completed on time?

The delivery deadline is in real-time. If it says "10 hours" then you can complete it any time within the next 10 hours.

Thank you. Couple more questions: do the external contracts pool is same for everyone? Or do I only see contracts available to me? If it’s the same for everyone, I assume that if I take the job, it becomes unavailable to anybody else, right?

Also, how do I switch the city for external contracts? It does not seem to work like for the freight market. Or do the game only list contracts in the vicinity?

Correct; job list is shown to everyone and when you take a job it is no longer available to others.

External Contracts only show jobs in your immediate vicinity. Most often this will be the city in which you're standing, however, for cities that are close together you may get jobs for the nearby city/cities as well.
