The game by default is a single player game.
As for the game itself.....it is ok for Steam to be online while you are playing. Some features of the game require internet access such as External Contracts/Market.
That is the only part of the game that is online. You won't see any other players.
Right click ATS from your Lirbary >> Properties >> Betas Tab
In the dropdown choose temporary_1_35 - 1.35x for incompatible mods. After that downloads, go back to the same location and choose None - opt out of all beta programs. May need to go to Downloads(click on the bottom) and force the start
If this doesn't work then I'm not sure. Someone with more experience with Steam will need to help.
This is not true. The mods are downloaded onto your hard drive and the game can be played offline.

your game is probably broken because it was half updated, you'll need to verify integrity cache in your steam game option, or wait to have internet to repair it.
