If I remember correctly, I did it a few months back...
There is a garage in Flagstaff, it was my headquarters prior to Oregon coming out (I started in SF at launch).
To buy garages you simply need to discover them and have the money ($180k from memory?). If you're located a long way away then try and develop your Long Distance skills and leapfrog your way over there via shorter jobs (rather than waiting to do it in one long trip). Or do a bunch of quick jobs to build up some cash, take out a bank loan to buy your first truck (if you don't have one) and just go for a road-trip.
idk know about others, but when i start a new profile (ets2 mostly, but same applies to ats) my first headquarters is my hometown (not for ats of course), or somewhere central like Berlin and later change head quarters to get certain routes that i like, or haven't been on, but don't feel like driving all the way there first, specially with larger map setups, like if i'm on Iceland but feel like driving in Israel, i'm not going to drive there, just change headquarters, or buy a new truck there if i happen to want a new one.
Your headquarters is where you spawn if the game updates and resets your location, and any truck you drive gets re-assigned there too
