Start the game again, if the wheel is recognised there should be an option for using the device as a mouse, just ignore this and continue into the game. If the wheel has been recognised then just use the wizard to set up your wheel.
Leave your Logitech software as default settings and launch ATS. It should detect your wheel and give you the option of using your wheel as a mouse which you ignore. If all has gone well then you should be able to set your wheel using the wizard.
If doing that does not work and you have your wheel plugged into a working USB2 port then I am out of ideas.
