Download the original exractor..

Copy all the scs game files you want to extract to this folder.
To extract the base scs, create a new folder.
In this folder put a copy of the base.scs file and a copy of the scs extractor.
Now, drag the scs file onto the extractor exe, and follow the prompt.
It will extract the file.
Your folder will contain the Original scs file, so just delete that and the extractor.

PS, you don't really need any of these files to make a skin..
You do need the ETS2 Studio though..
Go to the site, you will find it..

and the truck templates for the skin..
Oh, and winzip or similar..
ETS2 is what you use to create the scs file after you have made the skin with photoshop or similar programme
