Wind would be great, but it seems like it might be hard to do.
My theory might be that they haven't put in anything to do it by time of year (key thing because the game itself doesn't keep track of years for instance) and region. Since certain areas usually don't get snow and still rain. Others do get regular snowfall periodically.
Another thing, there is no wind simulated currently, so not quite possible; for the time being currently, it falls into the same mechanics as weather.
In the meantime, you can follow Crash's advice since there are winter mods available to download if you want to have snow instead of rain. Keep in mind, it'll snow everywhere you go if the game determines it should be raining at that point.
Yep, the mountains in California, as well as the Flagstaff area in Arizona, would be two of the most obvious "exceptions" mentioned in my original comment.

I'm glad you schooled me about those "Nevada sierra mountains" and the "lightening" storms in Arizona, though.
