Step 1: Download the files
STEP2: unzip the files IF they are in a Zipped folder.
Step 3: most map files have a readme that you should check out!
Step 4: take the files that end with .SCS and highlight them
Step 5: right click and hit "copy"
Step 6: locate your ATS or ETS2 folders, (check your My Documents folder)
Step 7: locate the mods folder and then open it
Step 8: right click in the folder and hit "paste". BOOM they are now in the folder and ready to be activated IN GAME!
Step 9: start up the game, go to mods manager, then just highlight and move them into the active mods list and hit CONFIRM.
You're on your way! OH AND ONE MORE THING TO KEEP IN MIND!
Some map mods will instacrash the game. If you are adding a mod that adds more cities to the map, you're gonna be ok. So watch out. You may even want to do a new save game if it's a full deal like the Coast 2 Coast mod

When you click on the download another window will open, just click the x button on that page to dismiss it when it pops up and you can download the mod without any problems. If you allow the page to continue it will take you to a site so you need to be fairly quick when it pops up. If you are not quick enough just click to dismiss that page anyway.
Just to add: You are better starting with the C2C map first.
