Useless. If your config files were the culprit, reinstalling the game will not remove these config files and the game would reuse them, recreating the issue(s).
Reckless. If one of these mods was essential to run your game, by removing it, you just made sure that the game would not run at all, ever again. But from your post, the game isn't even able to load a save so it's not the issue.
Pointless. The DLCs are official contents, they do not make the game crash. But removing them might.

Was the game running ok previously or have you just bought the game? Does your computer meet the minimum requirements to run the game? Are you using mods?
Make sure you download and install the latest update for your graphics card. Right click on ATS in your Steam Library and select Properties then select Local Files and then select Verify integrity of game files. Let that run and it will fix any issues it finds.
If it still doesn't run then select Steam in the left top corner of your screen and then select Settings and then select Downloads and then select Clear download cache.
Just to add: I suggest you post your own thread asking for help when you have problems with the game and not post in someone else's thread.
