Edit: Sorry, I was thinking about ETS2. I had a look in the game files for ATS and there is no variable for fuel efficiency on the tires like there is in ETS2. So no, they are all the same. ETS2 has the icons in the upgrade shop, but not ATS.
The Michelin DLC for ETS2 is when they added fuel efficiency (roll_resistance), wet grip (wet_grip), and noise levels (noise_volume) to the tires. Since we have no tire DLC for ATS, and we only have 3 tires in the base game, there hasn't been a need to add these variables. All tires perform the same.
Actually, wouldn't this be a reason to add the variability? The lack of a DLC shouldn't preclude the addition of these variables since, as it stands, the three different tires all perform identically. I think that since the functionality has already been added to the game engine, that the tires in ATS should be updated to be different. :)
Fair enough, but I guess SCS didn't see it that way.
