You should really have a minimum of 16gb system memory. if you notice the other post on here with the older gpu he has 16gb system memory,
But he is running a overclocked AMD cpu, this is just my expeience with cpu overclocking and memory. memory for his system isn't very exspensive so another 8 gb wouldn't hurt, it might even help with other programs he has.
You do know that both ETS2 and ATS have poor fps in cities yes? But for the cost of ram for your system I would try with 16. I run everything maxed with my OLD system and with vsync off I get up to 80 fps on the open road and 50+ in the city, I run a 122 hz 29 inch wide screen.

I have a large amount of ram as I edit videos.
soon I will be building a new intel i9 system as I need more ram for editing and my current boards max is 24gb

and you have more than 8gb ram as I been trying to make my point on. by the way the MSI GTX 1070 Gaming is overclocked by MSI, thats why it's called the gaming edition. unless of course you used MSI Afterburner to down clock it to stock speed.
Anything above 50 fps outside urban areas is acceptable. Play online with other drivers oh course frame rates will drop if person is driving modded truck.
I've got a AMD 8350,GTX 1060 6GB, 16GB Ram and I can run it at 2560 x 1440 resolution 400% scaling with just a slight flicker every now and then when it loads more map. Everything set to High except mirror view distance I have on medium.I turned off vsync and AA in the game and set it up thru the 3D profiler in the Nvidia control panel to have my GPU handle it. I'm using adaptive vsync thru my GPU set at half refresh. I get 30 FPS and it runs smooth as glass. If I try and run it at full refresh rate 60MHZ it lags a lot.
Edit: I also don't use the front mirrors for the truck. They are a huge drain on FPS.
The extra 8 gb of ram sure helps

In new mexico im seeing 50-55 in towns and have seen upto 100 fps out side of them
