Actually not true at least not always there have been a couple of occasions where i've bought dlc and it hasnt installed. Verifying the file integerity fixed it for me on both occasions
Bought 9 DLCs for ATS & ETS2 combined, never had to enable them once, either on Steam or in the games, it was always automatic. At the same time, I've never had any of the common issues of these two forums (lost profiles, corrupted profiles, loss of FPS and whatnot)
Also, what makes you think that it is not installed?

2. The new freight does not show in game.

Where does it say it's not installed? The only place I know of that would indicate that is or is not installed is the checkmark in the box under the dlc section.
I see lots of other options on the support page. If the ATS specific pages aren't working, try something and see where it leads you.
I will try waiting for new jobs, but since the in-game DLC says it's not in there, and the game page, I don't think it will work.
