Console Command
I am not able to get this console command to work after I have usert g_developer and usert g_console to "1". Saved it. Run ATS. Press ~ . Nothing. So I am wondering are the mod maps have disabled this to work. Is anyone else having this issue? I just thought of something no it wasn't working when I was in the original game three states

Try following that Dev Cam setup tutorial right at the begining and it should work no problem.

EXPLICIT I have followed those instructions to the T. And I still can't get it to pop up in game. That's why I wondering if mod maps or any mods that is effecting this.

That Guide is only instructing you to change the config.cfg in the game's main documents directory but I think you also need to change the config.cfg in each Profile directory, as well. The main file is what the game uses when creating a new Profile but changes there won't affect an already existing Profile.

EDIT: was thinking of something else, sorry

I have noticed that lately when I activate the Dev Cam that it starts it out upside down, so that when I hit the "up" key it's actually pushing me further into the ground below the map and all you see is the "sky" texture. I rotate the camera around until I see the truck's wheels and street level around the camera and THEN start moving around. :)

except that uset g_developer and uset g_console don't appear in profiles/xxxxxxxxx/config.cfg
:)
The config.cfg in document root gets modified at the same time as the game.log.txt is written.

Oh, you're right. I didn't look that far, just remembered that for something else I had to change files in the Profile directory instead of the main document directory. I've had the Dev Cam active for a long time...

This is interesting news either way. Perhaps when a mod is installed it changes that particular file so you would have to reactivate Dev cam.

If you find out what the issue is I would like to know so I can update my guide advising of the soloution.

In a middle of transport, requires mods maps and other mods to keep going. Once I am done I'll remove all mods. And see if the console command works, if so which mod is affecting it.

Idea: I'll create a new profile and try the console command from it. No mods will be added including maps. and see it works from the new profile.

I'm reasonably certain that config.cfg is loaded at game start into RAM, for easy appending when you decide to change graphic settings or whatnot. I'm just as reasonably certain that a mod cannot change config.cfg contents because of the way mods work.
Mods replace files during gameplay, they don't edit existing files.
Yes, there are applications, like Xyzan's Virtual Speditor, but that is run outside the game.
Saved Game Editor is the same. Neither of them run during gameplay.
