First start off with a few points of distance (2-3). This will allow you to go longer for the jobs. Meaning they will be driving longer hours.
Then I would start to look at getting the hazardous material, agian (1-3) depnding on how you feel, once you have those then start to get into fragile, and on time delivery.
Once you have some main points filled, (5-10) then i usualy put it on ballenced. And that should get you to a good point of them making some good money.
Again, it makes not much difference since by the time you're training your drivers that well, you ought to already have more money than you can spend.
4 Distance
1 Valuable
1 Fragile
1 Rush(or w/e its called)
All Hazardous
Then Balanced
