Reduces tire wear and fuel consumption. It is usually used with lighter loads or when driving without trailer.

I've never seen a tractor like that. I've driven tri-axles, but never have a seen a midlift tandem axle tractor. It's kind of an oddity.

Funny that they didn't include single axle trucks, but included these.

Weight may also be a factor for them, If theres to much weight on the single axle, you could divide the weight between two axles by lowering the midlift and be legal .
This is a guess, Ive never drove a truck with a Mid lift axle.

Could lifting an axle reduce tolls on bridges/highways that charge per axle?

On per axle tolls, you pay for the axle whether it is up or down

Having a single drive axle & a dead axle is getting more popular but having the dead axle lift is not real common. However, trailers with a lift axle are fairly popular. You see them quite often

I'd hate to be hauling axles.
