"Maybe the reason your stuck is most likly, you may have over looked something...
I have played the Car Mechanic simulator 2014 since it was first out.
I have compleated all jobs without a hitch. As well as the 4x4 add-on.
Then again I use to work in a mechanic shop,
I towed cars, and even was a mechanic on skid steer bobcats (construction equipment) So I know my way compleatly around a shop...
Ask yourself, do you have a shop pratice that you set for yourself? This is mine....

1 Repair or replace worn out parts.
2 Replace oil
"I just got back from a week of offroading.
The car is still running, but its condition
got really bad. Can you check it?"

Inspected oil level, oil level low and dirty black.

drained oil.

Inspected exhaust system, checked fuel filter and fuel pump, front and rear drive shaft.

bad exhaust pipe, bad muffler, bad fuel filter.

fuel filter
>Lower car and went to engine compartment
refiled oil, changed oil filter.

ignition system, belts and pulleys, altenator, battery, starter, water pump, exhaust mainifold, air filter system..
>Replaced
3 bad spark plugs, 1 bad ignition module, 1 bad belt, 1 bad pulley, bad water pump.
>Test Drive
>Path Finder Test (contray to popular belief, the shake and brake dosen't test everything, can't test steering rack on a car hoppin and bopin)
>Raised on Lift
Inspected suspention system and drive train.
>Found
Bad left front link end, Bad left front spring, Bad left front shock, Bad left rear spring, Bad rear axel, Bad clutch release bearing, Bad clutch friction plate, Bad clutch pressure Plate, Bad Right Front Tire.
>Replaced
Bad left front link end, Bad left front spring, Bad left front shock, Bad left rear spring, Bad rear axel, Bad clutch release bearing, Bad clutch friction plate, Bad clutch pressure Plate, Bad Exhaust pipe, Bad muffler.
>Lower Car
Inspected Braking System.
>Found
Bad right front caliper, Bad right rear caliper, Bad right rear disk, Bad Left front disk, Bad Left rear Disk.
>Replaced
Bad right front caliper, Bad right rear caliper, Bad right rear disk, Bad Left front disk, Bad Left rear Disk, Bad Right Front Tire.
Repair order "Repaired" Good to go, Proceed to the next....
I placed up a guide way at the beggining called
"Auto Repair Manual Class for Car Mechanic Simulator 2014"
The purpose of this guide was to teach the basics of shop pratice, and learn what the parts are and why they fail. This maybe a game, but the problems and parts are a reflection of the real world ones. So the infomation is based on that. If you knew what they are, and why they go bad, makes trouble shooting easer.

Q: But it dosen't tell me what I need to change at what work order..
A: Yeah, got that right. I will never lay out a "parts changer list". I wouldn't do it in the real shops, not gonna do it here. I am sure someone will come up with another walk through one day. But this Guide stands as is no matter what Red Dot throws at you. Understanding what the parts are and why they fail, creating yourself a shop pratice, you will always be on top of things so if Red Dot toss you a sneeky one, you'll still cach it..
All I will do, is update the guid to any new part they put in the game..This time such as transfer case, next time when the turbo is available I will place that. because I have to see what they did first, But I will post a "Let you Know" for each add-on that becomes available.
Q: I'll wait until another walk through is made and then I will play again...

What you see here is my shop pratice routine. As you see, I have covered everything. So if your stuck on 13, restart the work/repaire order, and fallow through to what I did, or go read the guide and try again. Car is still a machine that needs mechanic work, dosen't matter if it is 2 wheel, 4 wheel, 4x4, turbo, jet powered, gone to the moon with a cow and 4 bears....getting me?

EDIT: Aha, I think I solved it. I followed the above guide closely. I had already repaired everything on the list, but what I ended up doing was swapping some parts around. Like I'm sure a lot of you did, I disassembled everything before seeing what I needed, bought in bulk, and then put it all back together, just grabbing parts as it went along. I'm guessing that because you need 80+% parts to be considered complete, if you put a 65% part from another place where the broken one was, the game didn't consider it complete even though you replaced the crappy part.

It's simple, the order has a criteria which is outside the game rules and wrong.
The fuel pump is at 68%, well within standards, and colored yellow, so it is a perfectly adequate part. However, if you don't replace it (I always replace bad parts with 100% quality, whether purchased or repaired in my garage), the mission will not show the order as completed. (In addition to fixing all the other problems of course)
It's that simple.
P.S. - And no, the theories here that the "order" of parts replacement, I.E. a formerly bad part must be EXACTLY replaced with a PERFECT part, and not swapped with an ADEQUATE part that was already on the vehicle is simply wrong.
I've completed all the game modules, multiple times, and also done dozens of the infinite levels, never at any time keeping track of original or replacement part locations, and never once has it impeded completion of the game.
Those who profess this theory are welcome to do a ton of unit testing (it would be huge, because you have to do it "wrong" a dozen different ways for dozen of missions and then do it the "theoretical way" to PROVE the theory - I.E. THOUSANDS of permutations) and show us the facts, but at this point it still remains an "old wives tale"
