That way they get to keep 100% of the money, and people can't just easily refund the games.
I sent an email asking them to put the R18 DLCs on Steam but they didn't budge. So I don't see them stopping this practice anytime soon.
Which is a shame, since I can't buy from their adult store without using VPN, which will get my PayPal account restricted.
Theres two other reasons that the JAST staffer in this thread won't directly say.
- all ages versions of VNs increasingly sell more nowadays, hence why fewer companies in Japan make adult titles and/or rework them for the all ages market. the market there is shrinking. overseas is where the money is.
-If your game is not on Steam, it will likely sell poorly, and publishers know this. if you try to submit a game which Valve unfairly bans, its also a huge waste of time, money and resources. In JAST's case, Steam burnt them a few years unfairly banning the custom all ages build they made for Full Metal Deamon Muramasa. Hence why they premptively censor a lot of content nowadays (ie. Tokyo Necro). I don't blame them for taking no chances nowadays.

And after it is done downloading you have to manually place the file into the game directory which is located at
Steam>Steamapps>common> Paradise
Let it all overwrite
After it is done you can just launch the game normally from Steam, and the patch should work.
