Probably added in preparation for Elderwoods. They have a habit of accidentally adding things in that aren't ready yet, like the Lettuce Seeds they sent everyone in the mail one time that *still* don't have a function.
Magic becomes available after progressing through the main storyline, especially once you get introduced to the Vaults and Temples (like the Temple of Flames).
These quests are usually triggered by visiting the Night Sky Temple and interacting with the magic door.
In Palia, you can access Pumpkin Seeds throght Tamala, after unlocking the Potion Store, which becomes available as you progress through the main storyline and level up your Magic skill. Once the Potion Store is unlocked, you can purchase Pumpkin Seeds there for 200 Gold each.
